This Trump and XRP Image on SEC Official Website Stuns XRP Army

A post by crypto enthusiast Paul White Gold Eagle caught attention across the XRP community. He shared an image of a document titled “The Great Sovereign Reset,” hosted on the SEC website, with a caption suggesting it carries official weight.

The document is SEC Rulemaking Petition File No. 4-867, submitted by Boyd Roberts of Big Picture Group in August 2025. Anyone can submit a petition to the SEC. It does not represent an SEC decision, ruling, or endorsement.

What the Document Says

The paper proposes a gold-oil-XRP architecture for global monetary settlement. Roberts describes gold as a sovereign balance-sheet anchor, oil as a real-economy flow layer, and XRP as a bridge liquidity asset. The paper outlines a scenario in which the US revalues its 261.5 million troy ounces of gold and acquires a 10-billion-XRP sovereign inventory.

The author is explicit about the document’s status. He writes that it “does not claim that the United States, Ripple, any central bank or any foreign government has adopted the proposed architecture.” He also concludes that “the selection of XRP remains unproven.”

The 2026 edition revises an earlier paper. Roberts retired a timing model that assigned near-certain probability to a reset occurring in August-September 2025. That prediction failed. This edition repositions the thesis as scenario analysis rather than a forecast.

The Regulatory Picture That Matters

What is confirmed is the direction regulators are moving. SEC Chair Paul Atkins said publicly that the agency will act with or without legislation to provide certainty for investors and entrepreneurs in the digital asset space. The Senate failed to advance the CLARITY Act, with the bill falling short of the 60 votes required for cloture. Atkins responded immediately and committed to using the SEC’s existing statutory authority

The CFTC is moving in parallel. Chair Michael Selig directed staff to explore rules creating a dedicated market structure for crypto assets. He proposed allowing registered and non-registered crypto exchanges to receive designation as a type of Designated Contract Market. Both agencies are now aligned on the need for regulatory action independent of Congress.

This regulatory momentum matters for XRP and the market as a whole. Clear frameworks reduce legal uncertainty for institutions. They open pathways for custody, brokerage, and capital market integration.

Keeping It in Context

The Boyd Roberts petition is one individual’s submission to the SEC. It sits in a public docket alongside thousands of others. The regulatory clarity now taking shape through the SEC and CFTC carries far more weight for XRP’s future than any speculative scenario document circulating online.
