SFC Strengthens Financial Oversight: New Rules Target Colombia Crypto Transfers

Colombia is strengthening financial risk oversight after the Superintendencia Financiera de Colombia updated its SARLAFT supervisory tools. The updated module is aimed at supervised entities and may increase compliance scrutiny around transactions linked to digital asset platforms.

The SFC said the update applies to supervised financial entities. It is aimed at compliance officers, risk managers, and officials handling money laundering and terrorist financing controls.

The agency said the tools are also available to public entities, private firms, citizens, and other interested parties. They cover rules, methods, and systems for reducing financial crime risks.

The new controls are expected to make fiat on-ramps and off-ramps more rigid. Banks would monitor transfers to and from crypto exchanges under the updated SFC indicators.

The update follows Colombia’s regulatory sandbox pilot tests, which ended in July 2024. The pilot allowed traditional financial firms to work with authorized digital asset exchange platforms in a controlled setting.

International pressure also shaped the change. The Financial Action Task Force has urged countries to strengthen controls over asset movements in digital environments.

That pressure includes the Travel Rule. Exchanges seeking formal operations or bank partnerships would need to collect data on the originators and beneficiaries of digital asset transactions.

These systems would help track customer transactions and support compliance with banking requirements. The impact matters because Colombia has an active digital asset market. Chainalysis ranked the country 29th in its Global Digital Asset Adoption Ranking.

However, Colombia has the fifth largest crypto market in Latin America. More than 100 businesses in the country accept BTC as a payment method.

The SFC tools do not ban crypto use in Colombia, but they add more friction for users and firms that rely on local bank transfers. P2P trading could face closer review as banks apply stricter compliance checks.

The arbitrage process may prove more difficult using conventional bank methods However, higher compliance demands could create barriers for smaller firms entering the formal market.

Larger platforms may be better placed to adjust. They could invest in compliance teams, reporting systems, and transaction monitoring tools.

However, pressure for Bitcoin regulation is already increasing. The Colombian Chamber of Electronic Commerce has said nearly 6 million people use platforms linked to cryptocurrencies.

The SFC is now expanding financial oversight through its updated SARLAFT tools. The change indirectly affects the Colombia crypto market by tightening the banking links that connect users, exchanges, and businesses.

AI Capital Expenditure Faces a Dilemma: Accelerating Puts Pressure on Cash Flow, Slowing Down Undermines the Growth Narrative

Nomura Securities believes that the AI investment narrative is mired in an internal contradiction: if hyperscale cloud providers accelerate capital expenditures, their free cash flow will continue to be drained, raising doubts about the sustainability of financing; if they slow down, it would indicate a loss of confidence in AI demand and profitability expectations. Both paths lead to sell-offs. The crowded long positions accumulated during the AI agent boom in September have triggered large-scale stop-losses under negative catalysts, spreading to US Treasury bonds, exchange rates, and commodity markets, resulting in systemic deleveraging.

AI trading collapse: Will Anthropic postpone its "Super IPO"? The "scheduled listing date" in mid-November is approaching.

The time window is extremely tight—according to SEC regulations, the S-1 filing must be submitted by next week at the latest, and prediction markets estimate the probability of a listing within the year at around 80%. The sell-off in the AI sector has cast a shadow over the listing prospects, and the previous plan to go public in September has already fallen through. Several market participants say that Anthropic may face pressure to delay its listing, but some analysts point out that the company's urgent need for capital may drive it to stick to the original plan.
