Compliance chief backs onchain benefits

A compliance executive says governments should explore distributing all social programme benefits onchain, arguing digital delivery can improve speed, transparency and auditability compared with traditional systems.

Julie Myers Wood, chief executive of Guidepost Solutions, said blockchain-based systems could streamline benefit payments as more governments experiment with tokenised debt and digital welfare distribution.

“Any benefit that is currently being distributed through analog means should be explored for a digital delivery option for several reasons,”

Wood told Cointelegraph, adding that:

“Digital delivery speeds up the process and can provide an auditable trail for provisioning and expenditures.”

Guidepost advised the Republic of the Marshall Islands on a regulatory and sanctions framework for its USDM1 bond, a tokenised sovereign instrument backed one-to-one by short-term US Treasuries, while the government also launched a Universal Basic Income programme in November 2025 that distributes quarterly payments via mobile wallets.

Wood said anti-money laundering and sanctions compliance represent the most significant regulatory risks for sovereign issuers of tokenised bonds, requiring robust know-your-customer controls to ensure funds reach legitimate recipients.
